Rapid growth and development in any region invariably puts pressure on the cities. It is the vision of the State to develop vibrant and well-governed, clean, green and caring cities by 2012. The road map includes urban reforms, policy changes, e-governance, heritage conservation, legal reforms, lake restoration, service for urban poor with the active involvement of civil society.
State Urban Agenda for Rajasthan (SUARAJ)
SUARAJ is a vision for Rajasthan that goes beyond urban management and addresses the broader concept of urban governance by introducing coherent governance principles to urban administrators and decision makers.
Components include:
- Developing a Master Urban Development Plan for Jaipur, 2025.
- Making vision Jaipur 2025 a reality.
- Supporting a Special Urban Poor Programme starting with housing.
- Establishing Rajasthan Urban Spatial Data Center (RUSD-C).
- Building Public-Private Partnerships wherever appropriate.
- Formalizing citizen participation in urban governance.
- Establishing Urban Management Training Programme at all levels.
- Streamlining inter-agency relations, operationalising MPC/DPCs.
- Completing a comprehensive Urban Land Reforms Programme to move towards a guaranteed land title system
- Facilitating selected integrated rural-urban projects.
- Revamping all relevant urban-related legislation.
- Integration with other Urban Reform Programmes
- Amber Development and Management Authority: With a view to develop Amber Fort into an International tourist destination, Amber Development and Management Authority was constituted. This authority is committed to ensure time bound development of this splendid-built heritage and manage it as a “living monument”. A light and sound show will be starting soon, audio guides have been started and hitherto unknown portions of the fort are being opened up. Rs.4 crorehas already been spent on restoration and infrastructure development. Amber town and Jantar Mantar are now listed as World Heritage Monuments.

Jaipur Heritage Committee (JHERICO) committee has been formed for the preparation and execution of a heritage master plan for Jaipur.
JAAG
Jaipur Agenda Action Group (JAAG) has been constituted under the chairpersonship of Hon'ble Chief Minister for better civic services in Jaipur through private-public partnership. The thrust areas are resource mobilization and financial reforms, Shahari Jan Sahbhagita, solid waste management, housing for economically weaker sections and heritage conservation and development.
Infrastructure Development in Cities
The State has recently negotiated a loan of about US$400 million with the Asian Development Bank for upgradation of urban infrastructure and capacity building. This will cover water supply, solid waste management, sewerage management, roads, heritage conservation and capacity building in urban local bodies. This project will cover 15 cities in Rajasthan over a period of five years. Phase-I has recently been completed in which about US$350 million were utilised to strengthen urban infrastructure in 6 cities.
